Passing Gas Could Be A Crime?

The people of Malawi, (a small country in Africa), are making a huge stink. The Malawian President Bingu wa Matharika and his administration are trying to pass a proposal to punish people who PASS GAS in public. Their reasoning for punishing cheese cutters is to prevent people from “insulting the modesty of woman, mold responsible and disciplined citizens.”  Well I like the virtues of all this but I’m not sure if anybody will come of this smelling good.  On the bright side if this law passes than the air in Malawi will be somewhat cleaner than other places so maybe they can boost their tourism rate.
But how will authorities ever be able to enforce such a law that limits when you can and cannot pass gas? There is no way to feel your neighbors rumble from down under on a subway train a bus or at any other public place. Does that mean the other common law of flatulence; whoever smelt it dealt it will now be applied full effect? And if so, I hope I am always at the right place at the right time.  I’ll pass on this gas please.
